373.23  DUTY OF POLICE OFFICERS OBSERVING VIOLATIONS.
   It shall be the duty of any police officer of the City, whenever he finds any operator or owner of any bicycle violating any of the provisions of this chapter to impound the same and order the violator to appear in the Municipal Court to answer to the charge or in lieu thereof the police officer may bring the violator to the office of the Chief of Police there to be dealt with according to law. The officer may issue a notice upon the violator to appear before the Municipal Court to answer to the charge in lieu of either of these provisions.
