339.03  OVERSIZE AND OVERWEIGHT PERMIT MOVEMENTS.
   There is hereby adopted by reference, as if fully rewritten herein, the State of Ohio Oversize and Overweight Permit Movements on State Highways Application Manual, Ohio Department of Transportation, May 15, 1983. Said Manual, with changes made to conform to the City, shall be on file at the Police Department.
   In the Manual, wherever the words "Director of Transportation" or "Director" shall appear, the Chief of Police shall have the corresponding authority.
   Whenever the movement of a vehicle or combination of vehicles of a size or weight of vehicle or load requires a special permit, the Ohio Director of Transportation may issue such a permit, provided that such movement is to be made entirely on roadways which are a part of the State highway system within the City, and provided, further, that such movement is to be made partly within and partly without the corporate limits of the City.
   Whenever the movement of a vehicle or combination of vehicles of a size, weight, or load requires a special permit, the Police Chief may issue such permit, except as otherwise provided in this section.
