The progress payments authorized in Section 143.06 to a contractor may include payment for materials furnished and delivered, but not yet installed on a project, provided that such materials have been inspected by the City Engineer, or his or her authorized representative, and approved for later use on the project. When a payment for delivered materials is made, such payment shall not be for more than ninety percent of the value of the materials, plus freight, as shown by the supplier's invoice to the contractor.
