In addition to the regular police force of the Police Division as established herein, the Director of Safety-Service may, at the request of the owners or operators of private premises or establishments within the City, appoint special or private policemen, whose service shall be confined solely to such private premises or establishments, from time to time or at such times as the owners or operators deem necessary, and for which service compensation shall be provided solely by the owners or operators requesting such appointments, provided such appointments have given bond to the City in the amount of five hundred dollars ($500.00).
