The City Auditor shall serve as the Tax Administrator, without any additional compensation therefor, and all of the powers, duties and functions of the Tax Administrator shall be merged into the office of City Auditor, who shall delegate to and appoint such deputies as are necessary to carry out and perform the powers and duties of the Tax Administrator as provided in Section 131.02. Council shall provide to the City Auditor such funds and employees as it determines are necessary for the City Auditor to carry out and perform said powers and duties of the Tax Administrator.
