Square Footage Fee
Commercial, industrial, institutional or any other nonresidential use, except for restaurants, food preparation or processing, the fee shall be $125.00, plus $0.10 for each square foot in excess of 1,250 square feet of new floor area.
For restaurants and buildings used for food preparation or processing the fee shall be $125.00 plus $0.20 for each square foot in excess of 625 square feet of new floor area.
For new commercial or industrial buildings with a restaurant area to be used by the public and located within the building, the fee shall be $125.00, plus $0.10 for each square foot in excess of 1,250 square feet of new floor area, plus an additional $0.10 per square foot of the restaurant area.
All references to square footage area of floor area as provided herein shall include basement, mezzanine or balcony floor space areas in addition to first floor, second floor and any floors above those levels, but shall not include attic floor space area.
Gross floor space shall be computed from the outside dimensions of the buildings with no deductions for wall thickness.
For buildings with more than one story, the area of any stairway shaft or elevator shaft shall be included only once.
Remodeling or Additions to Any Type of Structure
Remodeling work or additions to existing structures shall also be subject to a capital fee if the fee, based on either (1) Residential or (2) Commercial, Industrial or Institutional, is larger for the building after any remodeling or addition is done than the fee would have been for the building before any remodeling or addition is done. The fee to be paid shall be the difference in the fee determined before and after the remodeling or addition is completed.

(2) A permit for rental is given only in cases where such need is considered to be an absolute necessity.

(7) Limited rental of backflow devices are on a first come first served basis. Unavailability of rental units does NOT relieve user's responsibility to follow State of Ohio rules and regulations for back syphonage.
(8) The hydrant meter must be protected from freezing, theft, vandalism, or other damages. Repairs will be deducted from deposit.
(9) The City reserves the right to refuse any temporary use of water if, in the opinion of the City, it is detrimental or harmful to the safety of the Public Water Supply.

The Building Department shall, within three business days of receipt, remit all deposits received under paragraph (b)(1)B. and C. hereof to the City Auditor, for deposit into the Contractor’s Deposit Fund.
In the event the Building Department determines that any new dwelling or addition of 1,000 square feet or more is occupied by any person prior to issuance of a temporary or permanent certificate of occupancy, any deposit made for any such dwelling shall be forfeited. In such event, the Building Department shall provide written notice thereof to the City Auditor, and upon receipt of said notice, the City Auditor shall transfer any such deposits from the Contractor’s Deposit Fund to the General Fund.
NOTE: Building area shall include all areas under roof on each story and includes basements, attached garages and porches.

The applicant shall be subject to a written examination unless he or she has a current “Qualification Certificate” issued by the Ohio Construction Industry Examination Board. The fee for a written exam shall be twenty-five dollars ($25.00).
(g) The City of Elyria Building Department, pursuant to R.C. § 3781.102(F)(1) and (2) shall collect:
(1) An additional 3% of the fees the Building Department collects in connection with nonresidential buildings; and
(2) An additional 1% of the fees the Building Department collects in connection with residential buildings.
(h) The following fees shall be collected by the Building Department for the permit application for the utilization of donation clothing bins:
(1) An application for permit shall be filed with the City Building Department annually. The application for a permit shall include the following.
(2) Permits shall be accompanied by a fee as follows:
