The elevations as established by the United States Department of Commerce Coast and Geodetic Survey is hereby designated and adopted as the permanent bench system with reference to which all grades for Municipal work in the City shall hereafter be taken.
It shall be the duty of the City Engineer or any engineer who shall make or establish any grade for any public or Municipal work in the City to make the same with reference to such bench system and express the same with reference to such bench system and all such grades shall be recorded or otherwise permanently preserved in the office of the City Engineer.
