The Treasury Investment Board shall have full power to provide for the investment of all funds of the City in the manner provided by the general laws of Ohio, except that the Council may provide that whenever there are moneys in the treasury of the City which will not be required to be used by the City for a period to be determined by Council such moneys may, in lieu of being deposited in a bank, be invested as provided by the general laws of Ohio.
