At the first meeting of the Civil Service Commission in each year the members thereof shall elect a Chairman and Secretary. The Chairman shall be a member of the Commission, but in no event shall the Chairman of the Commission, in his dual capacity as Commission member and presiding officer of the Commission, cast more than one vote on any action. The Secretary may be appointed from within or without the membership of the Commission, and, if not a member of the Commission, may hold other office or employment with the City. The Secretary shall keep an accurate record of the proceedings of the Commission.
