There is hereby created and established a Civil Service Commission which shall consist of three electors of the City to be appointed by the Mayor for overlapping terms of six years; provided that the members of the Civil Service Commission serving under the statutory form of government shall serve as members of the Commission until the term for which they were appointed is ended. Such members of the Commission appointed under the statutory form of government shall have the powers, duties and functions the Charter confers upon members of the Civil Service Commission.
No member of the Civil Service Commission shall hold any other office or employment with the City and not more than two of such members shall be members of the same political party.
