SECTION 9.02   POWERS, DUTIES AND FUNCTIONS.
   The Administrative Legal Counsel shall serve the Mayor and all other officers, departments, divisions, bureaus, boards and commissions of the City, except the Council, Clerk of Council, City Law Director, City Finance Director, and Civil Service Commission, as legal counsel in their respective affairs; and shall represent the Mayor and all other officers, departments, divisions, bureaus, boards and commissions of the City, except the Council, Clerk of Council, City Law Director, City Finance Director, and Civil Service Commission, in court or before any administrative board or body. He shall render written opinions, upon request, to the Mayor and all other officers, departments, divisions, bureaus, boards and commissions of the City, except the Council, Clerk of Council, City Finance Director, City Law Director, and Civil Service Commission.
    Council may from time to time provide for such assistants and special counsel to the Administrative Legal Counsel as it shall deem necessary.
