There is hereby created an Office of Administrative Legal Counsel, which shall be headed by the Administrative Legal Counsel. The Administrative Legal Counsel shall be appointed by the Mayor to serve at the pleasure of the Mayor; and he may be removed by the Mayor without cause. The Administrative Legal Counsel shall have been duly admitted to the practice of law in the State of Ohio. The person holding the office of City Law Director may be appointed to the office of Administrative Legal Counsel, and in such case he shall receive only the salary established for the office of City Law Director.
