SECTION 8.02   POWERS, DUTIES AND FUNCTIONS.
    The Administrative Finance Counsel shall be the financial advisor to the Mayor, all departments, divisions, boards and commissions of the City. He may examine and audit the accounts of all other officers, employees, departments, boards and commissions; and shall assist the Mayor in the preparation and submission of appropriation measures, estimates of revenues and expenditures, budgets, capital programs, and other financial matters. He shall prepare financial and other reports and perform such other duties as directed by the Mayor. The Administrative Finance Counsel shall establish accounting records, other than those maintained by the City Finance Director, as he deems necessary for the functioning of all City offices, departments, divisions, bureaus, boards and commissions of the City; except the offices of the City Finance Director and City Law Director.
