There is hereby created an Administrative Finance Counsel, which shall be headed by the Administrative Finance Counsel. The Administrative Finance Counsel shall be appointed by the Mayor to serve at the pleasure of the Mayor, and he may be removed by the Mayor without cause. The person holding the office of City Finance Director may be appointed to the office of Administrative Finance Counsel, and in such case he shall receive only the salary established for the office of City Finance Director.
