The City Law Director shall designate in writing an officer or employee of the City, who during the absence or disability of, or during the unfilled vacancy in the office of the City Law Director, shall exercise the powers and discharge the duties and functions of the City Law Director under the title of Acting Law Director. Such designation shall be filed with the Clerk of Council.
