The City Finance Director shall designate in writing an officer or employee of the City, who, during the absence or disability of, or during the unfilled vacancy in the office of the City Finance Director, shall exercise the powers and discharge the duties and functions of the City Finance Director, under the title of Acting City Finance Director. Such designations shall be filed with the Clerk of Council.
