SECTION 6.03   POWERS AND DUTIES OF THE CITY FINANCE DIRECTOR; MERGER OF AUDITOR'S AND TREASURER'S OFFICES.
   The person elected to the position of City Treasurer at the November 1965 municipal election under the statutory form of government shall continue in the office of Treasurer under this Charter during the years 1966 and 1967 and he shall have all powers and perform all duties now imposed on Treasurers under the laws of the State of Ohio. At the expiration of the two year term commencing January 3, 1966, the office of Treasurer shall be abolished and the powers, duties and functions of the Treasurer shall be exercised by the City Finance Director.
   During the years 1966 and 1967 the City Auditor shall have all powers and perform all duties now imposed on City Auditors under the laws of the State of Ohio and shall perform such other duties as may be required by this Charter, provided that during the years 1966 and 1967 the City Auditor shall not have the powers or perform the duties of the Treasurer.
   In the year 1968 and thereafter the City Finance Director shall be the fiscal officer of the City. He shall keep the financial records of the City, exhibiting accurate statements of all moneys received and expended, of all property owned by the City, and of all taxes and assessments. He shall advise the Administrative Finance Counsel and the Council concerning the financial condition of the City and shall examine all payrolls, bills, and other claims against the City and shall issue no warrants unless he finds that the claim is in proper form, correctly computed, duly approved and that an appropriation has been made therefor. He shall collect all moneys due and payable to the City and shall be the custodian of all public moneys of the City and shall disburse the same as may be required by law or ordinance. He shall examine and audit the accounts of all other officers, employees, departments, boards and commissions. He shall perform all other duties now or hereafter imposed on City Auditors and Treasurers under the laws of the State of Ohio and shall perform such other duties, consistent with his office, as may be required by this Charter, by the Administrative Code, or by ordinance or resolution of Council. He shall appoint, and remove subject to the provisions of this Charter, all employees and administrative officers in his office.
