The City Finance Director shall have been a resident of the City for at least one year before his election and shall be an elector of the City at the time of his election and during his term of office. The City Finance Director shall hold no other elective public office or employment with the City, except that of member of the county central committee of the political party of which he is a member or that of delegate to a state or national political party convention of the political party of which he is a member and as otherwise allowed by this Charter. The City Finance Director shall have a Bachelor's Degree in Business Administration or a related field and be qualified by training or experience to discharge the duties of his office in a capable manner.
