SECTION 4.06   VOTE REQUIRED FOR PASSAGE OF ORDINANCES AND RESOLUTIONS.
   The vote on the question of passage of each ordinance, resolution, and motion shall be taken by yeas and nays and entered on the Journal, and no ordinance, resolution, or motion shall be passed without concurrence of a majority of the members of Council.
   No emergency ordinance or resolution shall be passed unless the emergency nature of the ordinance or resolution shall be approved by an affirmative vote of at least three-fourths of the members of Council, and each emergency ordinance or resolution shall receive a vote of a majority of the members of Council for its enactment. The vote upon the emergencies nature of the ordinance or resolution and vote for its enactment shall be separately taken and each vote shall be by yeas and nays and entered upon the Journal. In the event that the emergency nature of an emergency ordinance or resolution shall fail to receive the required three-fourths vote of the members of Council, it shall then be considered as a nonemergency ordinance or resolution and shall be enacted upon a vote of a majority of the members of Council.
