Each ordinance or resolution shall be read on three separate days. The Council may by two-thirds vote of the members of Council dispense with the requirement that an ordinance or resolution be read on three separate days and authorize the adoption of an ordinance or resolution upon its first or second reading. Each ordinance or resolution shall be read by title only unless a majority of the members of Council vote to have such ordinance or resolution read in full. Motions to dispense with the requirement that an ordinance or resolution be read on three separate days, and motions to require that an ordinance or resolution shall be read in full shall be separately stated and a separate vote shall be taken on each such motion.
