The powers of the City under this Charter shall be construed liberally in favor of the City, and specific mention of particular powers in the Charter shall not be construed as limiting in any way the general power stated in this article. It is the intention of the drafters of this Charter and the people of the City of Elyria, by their approval of this Charter, that in the event of inconsistencies between any provisions of this Charter, ordinances or resolutions adopted by Council, or rules, regulations or bylaws promulgated by the Council, any officer, board or commission of the City, and the provisions of the general laws of the State of Ohio, that the provisions of this Charter, the ordinances or resolutions adopted by Council, or the rules, regulations or bylaws promulgated by the Council or any officer, board or commission of the City shall prevail over the provisions of the general laws of the State of Ohio.
