§ 110.03 CLASSIFICATION OF BUSINESSES.
   (A)   Businesses within the city limits shall be classified by the average number of employees of the business.
   (B)   Businesses shall be classified by business classifications A through E.
   (C)   The following represents the classifications for business using the average number of employees:
