If it is determined that any existing infrastructure including, but not limited to, water distribution systems, water treatment and supply facilities, sanitary sewers, wastewater treatment facilities, storm sewers or other storm water management facilities, roads, curbs and gutters, which may be situated either in part or entirely off site, are inadequate to facilitate a proposed development when 100% built-out, then improvements to any one or more or all of the facilities will be required.
