Prior to village acceptance, all utilities including, but not limited to sanitary and storm sewers, water mains and appurtenances, streets and street lights, detention ponds, common areas and landscaping, shall be maintained in good repair and working order so that they function as intended in a safe and effective manner without threat to health and safety.
