(A) Site plan approval shall be required prior to the issuance of construction permits for all new construction and additions and erection of building structures for all private land uses except for one-family and two-family residential uses. However, any commercial, office, industrial or multi-family refurbishing, renovation or structural additions which constitute less than 25% of the total square footage of the existing structure shall not require a site plan review or approval by the Plan Commission, but shall be subject to the review and approval of the Village Administrator or his or her designated agent.
(B) The applicant shall cause to be prepared by an architect, land planner, engineer, surveyor or consulting firm a site plan as specified in § 161.086.
(C) Twenty sets of site plans shall be submitted to the Village Clerk with a completed land use application and review fees. The plan shall be considered as officially submitted only when information and fee requirements are met.
(D) The Village Clerk shall transmit copies of the site plan for review and comment to the village’s Planner, Engineer, Administrator and other village and non-village departments and officials as determined by the Village Administrator. Comments and recommendations shall be returned to the Village Administrator within 20 days. The Village Administrator shall promptly consolidate all comments and recommendations and forward them to the applicant. Upon resubmittal by the applicant of the modified site plan, the village shall provide a second review letter to the applicant within 15 calendar days after receipt of the modified plans. In the event further modifications are required, the village shall reply to the applicant within 15 calendar days of receipt of the re-submitted modified plans.
(E) Following review of the site plan by village staff, the applicant shall submit 20 copies of the site plan to the Village Administrator. The Plan Commission shall review and recommend approval, approval with modification or denial of applicable site plans within 90 days. The Village Board shall approve, approve with modification or deny applicable site plans within 60 days after Plan Commission acting unless this time period is extended by mutual consent of the applicant and the Board of Trustees, in writing. Approval shall be valid for a period of one year. If, after that time, construction has not commenced, or if construction is stopped for a period of one year, the approval becomes void. An extension of the approval period may be authorized by the Village Board upon written request of the applicant.
