Before development any tract or parcel of land within the corporate limits of the village or the unincorporated areas within one and one-half miles outside the village limits, an owner or subdivider shall submit a concept plan, preliminary plat, final plat and site plan if applicable to be considered by the Village Plan Commission and the Village Board in accordance with the procedures and requirements of this chapter, in addition to any application and review fees as prescribed by the terms of this chapter and any other applicable ordinance.
