(A) These regulations shall be applicable to all subdivisions, resubdivisions and planned unit developments of residential or nonresidential territory within the corporate limits of the village and unincorporated territory not more than one and one-half miles beyond the corporate limits and not included in any other municipality.
(B) In the event of overlapping jurisdiction with other municipalities within one and one-half miles of the corporate limits of the village, the extent of jurisdiction of the village shall be as determined by mutual consent between the municipalities or as provided by statute.
