Licenses issues pursuant to this section only permit the sale of raffle tickets within the corporate limits of the Village of Elwood, except when the license is issued for a law enforcement agency or an agency that a statewide association represents law enforcement officials and the “key location” (as defined by the "act") is situated within the Village of Elwood.
