(A) A raffle license issued under the provisions of this chapter may be revoked or suspended by the Village President if the licensee or raffle manager has:
(1) Violated any of the provisions of this chapter;
(2) Violated any ordinance of the village or any state law of the State of Illinois, or any federal law of the United States, the violation of which reflects unfavorably on the fitness of the licensee or raffle manager to continue to conduct the licensed raffle within the village; or
(3) The licensing requirements are no longer met.
(B) Prior to suspension or revocation, the licensee shall be given notice of the proposed action to be taken and shall have an opportunity to be heard by the President and Board of Trustees.
