It shall be unlawful to create, construct or maintain any fence, building, structure or natural obstruction which encroaches upon any street, sidewalk or public right-of-way, except for mailboxes located in the parkway or in a right-of-way adjacent to the owner’s property. Additional exceptions may be recognized as authorized by ordinance, by a permit issued by the Director of Public Works or by written approval from the Village Administrator or his or her designee.
