The Public Works Director or his or her designee, in his or her sole reasonable discretion, shall be responsible to determine:
(A) Whether a mailbox has been installed in accordance with the requirements established in § 92.50;
(B) Whether damage to any mailbox has occurred as a result of village snow removal operations; and
(C) Whether the damage or dislocation is the result of direct contact with a village vehicle or snow discharged from a village vehicle.
