All owners and occupants of houses, apartments, hotels, motels, trailer camps, manufacturing of commercial establishments, or any other building of any kind in the city situated on lots abutting any street, alley, or easement, in which there has been installed or in which there is installed a sewer line which is a part of the municipal sewer system of the city shall, within 90 days from the date the sewer line is installed and placed in operation, connect therewith all sanitary sewerage drain pipes of the house, apartment, hotel, motel, trailer camp, manufacturing or commercial establishment, or other building, conveying the sewage therefrom into the sewer line. Such connections shall be made under the regulations the City Council may establish by ordinance, and failure to do so is hereby declared to be unlawful and to constitute a nuisance.
