12-3-4: ENVIRONMENTAL IMPACT REPORT:
No permit to connect to or tap a public sewer shall be issued if the proposed use of the public sewer may have a significant effect on the environment unless the environmental review process has been completed pursuant to the requirements of the California Environmental Quality Act 1 .
