Every person operating a billiard room and/or poolroom shall pay a business license tax of one hundred fifty dollars ($150.00) per year, which shall include the right to sell cigars, tobacco, soft drinks, chewing gum, and confections, subject to first obtaining a special permit as provided by Sections 4-7-1 and 4-7-2 of this Title.
