The conviction and punishment of any person for commencing or conducting any business without a license as required by the provisions of this Title, or without a special permit from the City Council when required, shall not excuse or exempt the person from the payment of any license fee due or unpaid under this Title at the time of the conviction, and nothing contained in this Title shall prevent a criminal prosecution for any violation of any of the provisions of this Title.
