4-1-30: COMPLAINTS AGAINST VIOLATORS:
It is the duty of the Chief of Police to cause a complaint to be made against all persons violating any of the provisions of this Title, and as soon as he has knowledge of the same, to deliver to the licensing authority the names of all persons not paying a license whom he believes should be charged with the payment of a license fee.
