The licensing authority may on receipt of an affidavit filed in the office of the licensing authority by or on behalf of any licensee stating that any license issued under this Title has been lost or destroyed, issue a duplicate of the license to the licensee therein named. A charge of three dollars ($3.00) shall be made for each such duplicate license issued, which sum shall be paid into the Treasury of the City to the credit of the General Fund.
