If any chapter, section, subsection, sentence, clause, or phrase of this title is for any reason held by a court of competent jurisdiction or administrative body to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this title. The City Council hereby declares that it would have adopted this title and each chapter, section, subsection, sentence, clause, or phrase thereof irrespective of the fact that any one (1) or more portions of this title might be declared invalid.
