15-1-3: PERMISSIVE ORDINANCE:
This title shall be considered a permissive ordinance, whereby only those uses or facilities that are listed are hereby allowed, except as provided through an administrative determination, an administrative use permit, or other discretionary action. (Ord. 1212, 11-16-1993)
