A precise land use plan for the City is hereby adopted and established to serve the public health, safety, and general welfare and to provide the economic and social advantages resulting from an orderly planned use of land resources. This title shall be known as the ZONING CODE. This title is the primary tool for implementing the goals, objectives, and policies of the El Segundo General Plan, pursuant to mandated provisions of the State Planning and Zoning Law 1 , the California Environmental Quality Act 2 , and other applicable State and local requirements.
