§ 50.15 WATER TREATMENT SYSTEM RATES AND CHARGES.
   There shall be and there are hereby established for the use of and the service rendered by the water treatment system of the town, the following rates and charges, based upon the use of water supplied and services rendered by said system during each monthly billing period.
   (A)   Metered rates per month.

   (B)   Minimum charge per month. Each user shall pay a minimum charge of $37.47.
   (C)   Bulk water purchases. All water purchased in bulk for filling swimming pools and the like shall be treated as a separate sale based on the above rates.
   (D)   Estimated water usage. Inclement weather or other variables may necessitate the estimation of water used during a billing period. Whenever this occurs, the utility bill will be adjusted the next time the water meter is read so as to reflect actual metered usage.
   (E)   Multiple dwellings on one meter.
      (1)   If a customer has more than one dwelling situated on a single piece of property, and said property belongs to the customer, then if said customer so desires he or she may have all water used metered through a single meter, and the bill for the total amount of water will be determined by the rate for this total. There will be added to the bill an extra charge for each extra occupied dwelling. A DWELLING, for the purpose of this charge, will be defined as each structure or unit of a structure that is so designed as to be used as a separate living quarter, or a business with three or more employees. Any dwelling so occupied for any part of the billing period will be included in this charge. It will be the sole responsibility of the customer to prove that any dwelling was unoccupied during the entire billing period. If this is so proved, then an adjustment to the bill can be made. The charge for each extra dwelling will be added to each month’s utility bill. The charge for the extra dwellings will be $9 if the dwelling has both water and sewer service. The charge will be $4.50 per extra dwelling if only water service is being provided.
      (2)   This charge will go into effect for all existing multi-dwelling users upon passage of this section.
   (F)   Fire protection service. There shall be a charge of $100 per hydrant per annum for both public and private hydrants in the town. This fee will be collected from the revenues of property taxes from the town’s General Fund.
   (G)   Late payment charge. All bills for water service not paid by the eighteenth of the month, following the month of service, will have a 10% late fee added to the utility bill. If the bill for water service is not paid by the eighteenth of the following month, then water service will be disconnected on the following day (nineteenth), unless that is a Saturday or Sunday and the water service will be disconnected that following Monday morning by 8:00 a.m. and the customer will be required to pay an additional $65 service charge over and above all fees, penalties and interest before water service will be reconnected.
   (H)   Tapping fees. Each user at the time such user is to be connected to the water treatment system of the town shall pay to the town a flat service charge to cover the costs of installing a meter and/or tapping the main. This charge will be as follows:

   (I)   Cross-connection controls. Any customer that is connected to the town water system, and also is connected to another source of water, must have installed a protective device to ensure that the water system is protected from any backflow or back siphonage. Chapter 51, §§ 51.30 through 51.37 of this code of ordinances, specifies the policies and responsibilities for cross-connection controls.
