After the adoption of this section and customers of the town water system who have both private (pumps) and public water supply have been duly notified of its contents and stipulations, they shall have 30 days to install the corrective device into their plumbing system after this section has been passed. Should a customer refuse to comply to install or have installed, he or she shall appear before the Town Council at its next meeting and explain their failure to comply. Failing to attend the meeting shall be determined to mean refusal to comply. The Council shall then give the customer another ten days to comply. Should the customer refuse, then the Council shall direct the Utility Manager to shut off the town water supply and the sewage rate shall be adjusted.
