(A) Every owner of one or more taxicabs shall maintain on file in the office of the Clerk-Treasurer the complete schedule of rates offered and used by the taxicabs. The schedule shall set forth therein in detail the amount charged by each taxicab for service under the taximeter rate and under the hourly rate.
(B) All schedules of rates on file in the office of the Clerk-Treasurer shall be open to public inspection.
(C) No driver or other person in control of a taxicab shall charge any fare or fees for the use of a taxicab except in accordance with the schedule of rates filed as herein approved.
(D) Every taxicab and auto for hire shall carry in it at all times a rate card issued for the vehicle by the Clerk-Treasurer; this rate card shall contain in legible type the Clerk-Treasurer’s office address, the name of the vehicle owner, the class of vehicle, and the date of issuance. For taxicabs, the rate card shall carry the complete schedule of rates of fare used as filed with the Clerk-Treasurer, and autos for hire, the maximum lawful rate of fare. The rate card shall be mounted under transparent cover in the rear compartment or interior of the vehicle in such position that it can be easily read by the occupants of the vehicles and shall also contain the name, address, and photo of the driver.
