§ 33.01  DEPARTMENT ESTABLISHED; COMPOSITION.
   (A)   Establishment.  There is established for the village a Police Department, which shall be known as the Police Department.
   (B)   Composition.  The Police Department may be composed of the following officers and other members:
      (1)   (a)   One Chief of Police who, pursuant to R.C. § 737.18, shall be the executive head (under the Mayor) of the Police Department.  The Chief of Police shall be a fully qualified village police officer and shall discharge all the duties thereof, together with such additional duties that may be assigned from time to time by the Mayor.  The requirement of R.C. § 737.15 stipulating that a police chief of a village must be a resident of the village is hereby waived as permitted by R.C. § 737.15.
         (b)   The Village Chief of Police shall, from the date of the enactment of this division (B)(1)(b), have use of a village-owned and equipped police vehicle while working for the village on official village business.  The vehicle shall be garaged at the Village Police Department each night and at other times as it is not being used by the Chief of Police on official village business.

      (2)   Two lieutenants who shall be fully qualified village police officers and shall discharge all the duties thereof, together with such additional duties that may be assigned from time to time by the Chief of Police.
      (3)   Two sergeants of police who shall be fully qualified police officers and shall discharge all the duties thereof, together with such other additional duties as shall be assigned from time to time by superior officers.
      (4)   The position of lieutenant and sergeant shall be additionally compensated at a rate per hour as is established by ordinance, and shall receive such other additional benefits and allowances provided all village police officers, in accord with all present and future employment policies adopted by the Council.

      (5)   Six regular officers who shall be fully qualified police officers and shall discharge all the duties thereof, together with such other additional duties as shall be assigned from time to time by superior officers.
      (6)   Such auxiliary patrol officers and special police as presently exist or may be appointed as established by act of Council.
      (7)   All appointments to the Police Department and all promotions within the Police Department shall be made by the Mayor with the confirmation of the Council, and shall be for a minimum probationary period of six months.
