§ 95.09  EXCAVATIONS TO REPAIR UTILITIES.
   (A)   It shall be unlawful to excavate village roads and streets, except in compliance with this section.
   (B)   Any agency which finds it necessary to excavate roadways and streets in the village to repair utilities shall promptly notify an officer of the village of the intent to excavate.
   (C)   Upon completion of any such repairs to utilities requiring excavation of village roads and streets, the repairing agency shall cover the excavation with steel plate of sufficient strength to carry the traffic over the excavation without harm to the adjacent roadway and the margins of the excavation, and shall leave the steel plate in place until permanent repair of the excavation may be completed.
   (D)   No agency which finds it necessary to excavate in roadways and streets in the village shall close such an excavation with a temporary asphalt patch.
   (E)   For purposes of construing this section, UTILITIES includes electrical wiring, telephone cables, gas lines, water lines, and storm and sanitary sewer lines.
