Any order or orders hereinbefore mentioned shall be directed to the owner, lessee, or occupant of the premises, building, or structure, or to the person in control of the articles, materials, goods, wares, or merchandise herein referred to, or to the owner thereof, as the circumstances may require, and it is made the duty of the owner, lessee, or occupant of the premises, building, or structure, and of the person in control of the articles, materials, goods, wares, and merchandise, or the owner thereof, to comply with the order or orders with all reasonable dispatch and diligence. In the event the owner, lessee, or occupant shall fail or refuse to comply with any order made pursuant to §§ 91.02 and 91.03, or in case of emergency, the matter therein referred to may be removed or rearranged by the Fire Department.
