§ 150.37  SERVICE OF NOTICE.
   (A)   Proper service of notice, as in § 150.36, shall be by certified mail.  If any party to be served cannot be found, then notice shall be deemed complete after a copy of the notice has been sent by ordinary mail to the last known address of the party to be served, and in addition, a copy of the notice has been published once a week for four consecutive weeks in a newspaper of general circulation within the village.
   (B)   In case of real and substantial emergency, service of notice, as in § 150.36, may be accomplished or attempted by other means, and the 30-day period prescribed by § 150.36 may be shortened consistent with the nature of the emergency.
