The Village Building Inspector shall examine or cause to be examined every structure reported to be or believed to be unsafe as defined in § 150.35. If, after such inspection, the building is determined to be unsafe, notice shall be given in the following respects: notice shall be directed to the owners of record including holders of recorded land contracts to purchase or land installment contracts, and to persons occupying the premises if known. The notice shall describe the defects which cause the structure to be unsafe and shall order that work shall commence within 30 days to abate the unsafe condition, and the work shall continue without substantial delay or interruption in order to complete repair or rehabilitation, or to demolish and remove the structure leaving the premises in a clean and sanitary condition. Any such work undertaken shall be subject to the approval of the Village Building Inspector. In cases of clear and present emergency, any notice given may specify the nature of the emergency and specify a lesser time in initiating repair or demolition. Any such notice may also include an order that the premises be immediately vacated.
