351.14 SNOW PARKING REGULATIONS.
   (a)   Rice Street, Fremont Street, Toledo Street and Augusta Street are designated as snow emergency streets in the Village of Elmore whenever more than two inches of snow accumulate upon said streets. The Village Superintendent or Police Chief may designate other streets as snow emergency streets whenever more than two inches of snow fall upon such streets.
   (b)   No person shall stop, stand or park a motor vehicle except for when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer upon any street or thoroughfare of the Village designated as a snow emergency route during a snow emergency. The absence of signs on any particular street notifying the citizens of such snow emergency shall not constitute a defense for a person charged with a violation of this section.
   (c)   No person shall stop, stand or park a motor vehicle except for when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer upon any Municipal parking lot within the Village whenever more than two inches of snow has accumulated upon such parking lot and a snow emergency has been declared and an attempt has been made to notify owners of the parked vehicles.
   (d)   Any motor vehicle parked in violation of this section and impeding snow removal may be towed and impounded at the cost and expense of the owner thereof. The towing procedures shall be as established in Section 351.16. (Ord. 06-94. Passed 5-9-94.)
