919.03 GENERAL SERVICE RATE SCHEDULE.
   (a)   Availability. This schedule is available and applicable throughout the Village of Elmore’s (hereinafter referred to as Utility) entire service area of adequate capacity subject to the Village’s Rules and Regulations as they may be amended from time to time.
   (b)   Applicability. This schedule is applicable throughout the entire service area for all single-phase nonresidential service not specified in or for the which Village of Elmore’s Schedule “ER” is not applicable. It also applies to Residential Service where the installed or allocated nameplate rated transformer capacity exceeds 25kVa and/or the customers total usage will be greater than 30 kW per month. The applicable rate code for this service is labeled as “EC”.
   (c)   Character of Service. Sixty hertz (60 Hz), alternating current normally at 120/240 volts single-phase, and 120/208 volts or 277/480 volts four-wire three-phase, supplied through a single set of service wires. If Consumer desires a voltage that is impractical for Utility to furnish, Consumer shall furnish at his expense the necessary transformers to deliver such Voltage.
   (d)   Monthly Rate.

   (e)   Rate Adjustments. The rate schedule is subject to a Wholesale Power Coast Adjustment (PCA) as stated in Appendix “A” and the kWh Tax as stated in Appendix “B”.
   (f)   Determination of Billing Demand. The billings will be of the highest fifteen (15) minutes integrated or equivalent thermal kW capacity determined to the nearest kW by means of a suitable metering equipment. However, the Billing Capacity shall not be less than the Minimum Billing Capacity as stated in the Village of Elmore’s Rule’s and Regulations.
   Utility reserves the right at any time to install Capacity Metering Equipment. Utility will normally install Capacity Metering Equipment when Consumer’s usage in any month exceeds 6,000 kWh.
   Where Capacity Metering Equipment is installed and the power factor at time of Maximum measured Capacity is less than ninety percent (90%), Utility reserves the right to determine the Billing Capacity based on the measured kVa Capacity instead of kW Capacity.
   Where Capacity Metering Equipment is not installed, the Billing Capacity may be estimated by Utility based on periodic tests or other reasonable basis as determined by Utility.
   For highly fluctuating loads, such as welders, hoists, and the like, the measured kW Capacity shall be increased by an amount that is equal to eighty percent (80%) of any separately installed or allocated kVa of transformer capacity required to supply such fluctuating loads.
   (g)   Terms of Payment. The above rates are net and payable upon receipt of the bill. The accounts shall be considered delinquent if not paid by the date shown on the bill. If all accounts are not said paid, the Pay This Amount After Due Date are invoked which are subject to a ten percent (10%) fee but not less than five dollars ($5.00) higher than the net rate. If any bill is not paid within thirty (30) days after the payment date specified on the bill, service shall be subject to disconnection as provided in the Utilities Rules and Regulations. To partially compensate Utility for the additional expenses involved, any disconnection or reconnection of the service shall also be applicable.
   (h)   Metering. As of Ordinance 24-23 passage, existing customers can continue to stay with the existing revenue metering as assigned prior to the Ordinance becoming effective. Any new customers or any replacement revenue metering shall be replaced with the applicable demand revenue meter. Subsequent rate metering costs associated with the meter will then be invoked at that time. (Ord. 24-23. Passed 11-27-23.)
